Victoria Justice was just spotted in the vibrant creation on Friday at the 2014 MusiCares Person of the Year Gala Honoring Carole King in Los Angeles. The actress wrapped up her neon look with a black and silver Kotur clutch as well as bracelets by Vita Fede.
