Katy has certainly been experimenting with a new, more fashion-forward look of late. She's toned down her formerly flashy red carpet attire, opting for glamorous pieces from top designers. After seeing her in this slightly ruffle-centric persimmon Oscar de la Renta Resort 2013 dress at the Billboard luncheon, though, we can't help wondering if she's taken the makeover a bit too far. Between her overdone updo, the flashy belt, and those Oscar de la Renta embellished peep-toe pumps, it's all a little over-the-top.
