If you're anything like me, you'll need a good eyebrow pencil to make an arch this bold and striking. So, start with the inner edge of your brow and shade across to the outer edge. Use short, soft strokes -- this way you can layer more on to intensify the look if you wish. There are lots of great eyebrow pencils out there, my personal favorite is the Laura Mercier Eye Brow Pencil (as it comes in the perfect fair blonde shade for me). Lastly, don't forget to set the look with a brow gel, like Laura Mercier's Eye Brow Gel.
